Jason B Miller, Founder and CEO

Jason is a technical consultant with more than 30 years of experience in human exposure and dose reconstruction, chemical fate and transport, human health risk assessment, complex technical litigation support, waste characterization, and environmental regulatory compliance (with a particular focus on RCRA and NRC regulations). His work has involved hundreds of facilities worldwide, and he has had the opportunity to support commercial, industrial, legal, and governmental clients facing a range of challenges.

Jason specializes in reconstructing historical emissions, evaluating complex exposure pathways, analyzing and mining large historical datasets and document repositories, assessing potential impacts during incident response operations, and communicating risk in high-stakes environments, including to executive leadership and the public. He has served as a consulting or testifying expert in multiple toxic tort and environmental exposure matters and has led multi-year investigations involving radiological materials, petroleum products, heavy metals, PFAS, dioxins, pesticides, and other contaminants.

Alongside his technical consulting practice, Jason works with clients at the intersection of emerging technology and environmental science. He supports organizations seeking to implement AI, data-driven workflows, and modern digital tools to improve decision-making, technical quality, and operational efficiency. Leveraging his experience growing multiple new, technology-enabled services to more than $1 million in annual revenue and leading innovation and digital transformation functions, he helps clients assess their opportunities, de-risk implementation of new concepts, and build practical, technically grounded strategies that deliver measurable business value.

Tammy adams, principal consultant

Tammy is a technical consultant with more than 25 years of experience leading complex projects to address challenges in the environment and health space. She has supported a wide range of clients in the industrial, legal, and governmental sectors. Tammy brings an innovative mindset to her work, balancing technology and human expertise to provide reliable and effective solutions.

Throughout her consulting career Tammy has supported clients across functional areas including human exposure assessment, environmental due diligence, field investigation and remediation, regulatory compliance, and radiological science assessment. Her focus area has been the technical and strategic support of litigation matters for public and private clients across a wide range of industries. This work has involved a variety of constituents, including volatile organic compounds, metals, pesticides, radionuclides, and more, across all environmental media. Tammy also has experience assessing sampling plans and analytical data following unplanned environmental incidents. Her project work has involved large-scale data and document management, data interpretation, quantitative analysis, evaluation of emerging scientific issues, geospatial assessments, technical writing and reporting, and communicating scientific concepts to non-technical audiences. Through this work, Tammy has helped clients identify and assess environmental risks to support informed decision-making, implement best practices to minimize negative impacts, and resolve challenges using science-based approaches.

Today, Tammy continues supporting clients in addressing complex environmental issues. She pairs a technical skillset with innovative approaches to bring the best solutions to clients and stakeholders.

Grace bauer, principal consultant

Grace is an environmental consultant focused on using exposure science, environmental data analysis, and historical investigation to develop technically rigorous conclusions. She helps clients navigate complex matters involving environmental contamination, occupational exposures, and regulatory issues.

Grace believes evaluating the quality, limitations, and context of data is key to providing valuable insights. She specializes in integrating large volumes of technical information—including historical records, environmental data, regulatory documentation, and expert analyses—into a coherent understanding of complex environmental issues. On long-running matters spanning many years, involving thousands of samples and millions of documents, Grace serves as a trusted technical and strategic advisor. She is known for quickly connecting prior analyses, supporting documents, and technical conclusions, enabling project teams and clients to efficiently and confidently answer new questions while maintaining continuity across years of work.

Working closely with experts and clients, she leads multidisciplinary project teams and provides technical guidance on complex environmental matters, developing clear, rigorous, well-supported technical work for litigation, arbitration, regulatory proceedings, incident response, and other high-stakes matters, helping clients make informed decisions grounded in sound science.

Gail helps organizations make confident decisions when faced with complex technical, operational, and organizational changes.  With more than 25 years of leadership across the Departments of Homeland Security, Energy, and Defense, she has worked at the intersection of science, operations, policy, and executive decision-making, translating complex information into clear strategies for action.

As the Executive Director of Enterprise Services at the Department of Homeland Security’s Science & Technology Directorate, Gail served in a COO-level role overseeing finance, acquisition, information technology, human resources, facilities, and enterprise operations for a 1,500-person organization.  She led a workforce of more than 350 employees and managed an $800M portfolio while supporting scientific research, technology development, and national security missions.

Throughout her career, Gail has helped senior leaders navigate uncertainty by bringing structure to complex problems, aligning diverse stakeholders, and building practical solutions that balance operational, technical, and organizational considerations.  Her experience spans successful organizational transformation, governance, emergency management, technology modernization, and strategic planning, giving her a broad perspective on how technical work translates into business and mission decisions.

At Incident Science, Gail works alongside scientists and technical experts to help clients understand complicated issues, evaluate risk, and make informed decisions.  Whether supporting environmental investigations, emergency preparedness, organizational strategy, or technical consulting, she bridges the gap between scientific analysis and executive action.
